INVITATION TO BID: SCOW BAY BOAT HAULOUT

Notice is hereby given that the Petersburg Borough will receive sealed bids for the Scow Bay Boat Haul Out project. This project generally consists of the installation of shot rock embankment, armor rock, base course, concrete haul out ramp, timber boarding float, steel piles, concrete wash down pad, storm drains, water services, gravity and pressure sewer lines, sewer pump station, power pedestals, area lighting, wood framed utility building, coordination with local utilities, and other miscellaneous work.

The estimated construction cost is between $12M and $15M. All Work must be substantially complete by May 1, 2028.  The project is funded by local, state and federal resources, each with specific contract requirements.  

All bids must be electronically submitted through Bidexpress.com no later than 2:00 p.m. prevailing time on Tuesday, October 27, 2026 at which time the bids will be publicly opened and read aloud in the Borough Assembly Chambers and via Zoom (Meeting ID: 847 0096 2003 Passcode: 130504).

The Petersburg Borough Standard Specifications, 2012 (PBSS) are available in printed format for a fee of $60.00 made payable to the Petersburg Borough.  PBSS are also available for free download on the Borough’s website.

Each bid shall be accompanied by a bid bond, cashier’s check or certified check made payable to the Petersburg Borough in the amount of five percent of the total bid price.

Prospective bidders are encouraged to attend a Pre-Bid Conference that will be held in Petersburg on Thursday, October 8, 2026 beginning at 1:00 PM. The meeting may be attended in person at the Borough Assembly Chambers, or by Zoom. To attend the Pre-Bid Conference via Zoom (Meeting ID: 896 4087 2832 Passcode: 683122).

Questions regarding this project must be submitted though the Bid Express.com service, seven days prior to bid opening.  Questions received by phone, email or other means will not be answered. 

The Petersburg Borough reserves the right to reject any or all bids, to waive any informality in a bid, and to make award to the lowest responsive, responsible bidder as it may best serve the interest of the Borough.
